David C. Westcott Jr. was hired by the Office of the City Manager on July 8, 2020. He holds a Bachelor of Business Administration from Liberty University and a Master of Business Administration from Liberty University.
Prior to coming to the City of Chesapeake, Mr. Westcott's career has been in legislative affairs providing campaign consulting, serving members in the Virginia General Assembly as a Legislative Aide, and then working for two nonprofit groups, one based in Arlington, Virginia and the other headquartered in Richmond, Virginia. Most recently, Mr. Westcott comes from Prince William County where he served the Prince William Board of County Supervisors as their Director of Legislative Affairs.
Mr. Westcott has an extensive background with working with federal, state and local representatives throughout the Commonwealth of Virginia. His service in local government also extends to appointed positions within a local government setting including being appointed the Vice Chairman of the Transportation Safety Commission by the York County Board of Supervisors and Appointed as Chairman of the Legislative Policy and Publicity Committee. His mission is to ensure that all legislative needs by both the City Council and citizens are met. And to ensure the quality of life is continually enhanced in the City.
