Certified Solicitors

An individual seeking to obtain a door-to-door solicitor's permit from the Police Department must complete an application and a release authorization form (for a criminal history check to be completed). Two letters of reference and a $25 fee are also required. If the identification card is lost or destroyed there will be a $5 fee to replace the card.

If a solicitor approaches your residence you may ask him/her to show you their identification card (permit). If you suspect the person is soliciting without a permit, doing something inappropriate (i.e. cursing, being rude, refusing to accept no, being overly aggressive with their sales technique) or acting suspiciously, you may contact the Police Department's Dispatch Center at 757-382-6161 or by dialing 911 if it is an emergency.
