The Indian River Planning Area Study and Redevelopment Strategy was adopted by City Council on December 21, 2021. The Indian River Planning Area Study evaluated current conditions along the Indian River Road and Military Highway corridors, as well as in surrounding areas to create a strategic plan that will embrace the City's Comprehensive Plan and its three cornerstones: responsible growth, infrastructure, and quality of life.

The implementation matrix included as the final section of the Study details how this Study will move forward. The first step is to organize the Study implementation steering committee, which will meet on a regularly occurring basis to continue moving the Study forward. The implementation steering committee will include both City staff and community members.
The Study highlights the significance of both Indian River Road and Military Highway as important gateways that can help the City achieve its vision of being a place known for its well-connected communities and vibrant commercial areas. At the same time, the Study explored ways to enhance overall quality of life in the area and to accommodate a broad range of future mobility options.
The Study also supports the City's adopted 2035 Comprehensive Plan, which identifies the Indian River Road and North Military Highway corridors as a contiguous planning area needing further study.
