Goals
Identify and coordinate with Extremely Hazardous Substances (EHS) and tier 2 facilities and routes likely to be used for transportation of substances on list of EHS and tier 2 substances, and collaborate in planning and improvement process. Identify essential facilities within close proximity.
Ensure methods and procedures are in place by facility owners and operators and local emergency and medical personnel to respond to any release of such substances.
Ensure the Chesapeake Emergency Coordinator and Facility Emergency Coordinators are engaged in the plan development and revision process.
Develop and maintain procedures providing reliable, effective, and timely notification by facility emergency coordinators and community emergency coordinators to persons designated in the emergency plan, and to the public, that a release has occurred (consistent with section 11004).
Conduct risk analysis or identify methods for determining the occurrence of a release, and the area or population likely to be affected by such release.
Describe and type emergency equipment and facilities in community and at each facility subject to the requirements, and identify the persons responsible for such equipment and facilities.
Develop (incident scene or facility?) evacuation plans, including provisions for a precautionary evacuation and alternative traffic routes.
Identify training and exercise programs, including schedules for training and exercises of local emergency response and medical personnel.

Review Tier 2 forms to identify facilities that store Extremely Hazardous Substances per section 302 of EPCRA (40 CFR 302.4) on an annual basis.
Invite EHS and Tier 2 facilities to participate in the LEPC planning process at the LEPC meetings by...?
Contact facilities, in coordination with the Fire Marshal's office, to determine if their plans include routes and modes of transportation and sensitive facilities as defined in EPCRA.
How raw materials arrive and mode of transportation. How raw materials are transported when they leave the facility
Include finding in the Hazmat plan
Ensure methods and procedures are in place by facility owners and operators and local emergency and medical personnel to respond to any release of such substances.
During annual inspections, the Inspector will verify (how documented?)that the facility has an emergency plan.
Notify LEPC of updates to procedures for local emergency and medical personnel on an annual basis and ensure annual EHS review is included in Hazmat plan

Develop and coordinate an Industry Day event where facilities participate in training, exercises and/or collaborative opportunities on an annual basis, lunch included.
Invite facilities to the planning of and participation in an annual Industry Day event.
Develop and maintain procedures providing reliable, effective, and timely notification by facility emergency coordinators and community emergency coordinators to persons designated in the emergency plan, and to the public, that a release has occurred (consistent with section 11004).
During the review of the emergency plan, the Inspector will verify that there are procedures for notifying the appropriate agencies every 18 months.
Develop template of requirements and procedures of facilities including notification procedures work plan.

During the review of the emergency plan, the Inspector will verify that a risk analysis and the potential population affected have been identified. During the review of the emergency plan, the Inspector could record most recent date of approval or facility review (or both) and annual report of inspections and outstanding issues back to LEPC at the monthly meeting.

- Collect schedules of first responder HazMat training and exercises and includes information in annual update of Community Response Plan by July of each year.
- Share and discuss HazMat training and exercise plans during LEPC meetings on at least a quarterly basis in Jan., April, July, and Oct.
- Share and discuss the City of Chesapeake's Annual All-Hazards training, exercise, results, and progress plan during LEPC meetings on at least a quarterly basis in Jan., April, July, and October
