Animal Services Unit
The Chesapeake Animal Services Unit, located at 2100 S Military Highway, operates under the umbrella of the Police Department and is staffed by 11 officers, an animal control officers supervisor and one superintendent. They enforce the State and City codes pertaining to animals and their ownership.

The Audit Services Department conducts performance, financial, and special audits of City departments and functions on a selected basis to determine if City policies, regulations, and control procedures are functioning as intended, and if City services are being provided in an effective, efficient, economical, ethical, and equitable manner within the context of the statutory boundaries.

Central Fleet Management
Central Fleet Management (CFM) is responsible for the cradle-to-grave management, maintenance, and repair of all vehicles and internal combustion engine powered equipment in the City of Chesapeake.

City Attorney
The City Attorney is the chief legal advisor of City Council, the City Manager, and all departments (excluding the Department of Education), boards, commissions, and agencies of the City in all matters affecting the interests of the City; has management and control of all law business of the City; institutes and defends all legal proceedings in state and federal court, as well as before various administrative agencies, to protect the interests of the City; attends City Council meetings; prepares ordinances and resolutions; draws or approves all bonds, deeds, leases, contracts, or other instruments to which the City is a party; and has such other powers and duties as assigned by City Council.

Commissioner of the Revenue
The Office of the Commissioner of the Revenue assesses individual and business personal property taxes, prorates personal property taxes on motor vehicles and trailers, issues City business licenses, administers special taxes on meal, lodging, excavations, cigarettes, admissions and rental equipment, and administers the City's real estate tax relief program.
