The purpose of the Chesapeake Environmental Improvement Council shall be to promote interest in improving the environment of Chesapeake, Virginia thereby making Chesapeake a greener, cleaner and healthier city in which to live, learn, work, farm and play.

Chesapeake Fine Arts Commission
The objective of the Fine Arts Commission is to make or arrange for studies on the needs of the cultural groups and citizens of Chesapeake for public cultural facilities; to act as a coordinating body for the various fine arts groups within the City; to promote participation in and appreciation of the fine arts throughout Chesapeake.

The Historic Preservation Commission shall act in an advisory capacity to City Council and the Planning Commission to implement the Historic Preservation Plan, to maintain and update a list of historic sites in the City, recommend areas, sites, buildings and structures for consideration as local historic districts, develop architectural guidelines for historic buildings and structures which may be recommended to City Council for inclusion in the architectural review standards of the Historic and Cultural Preservation Overlay District.

Citizen Advisory Committee (to CLBA)
The Citizen Advisory Committee shall be responsible for soliciting and providing citizen perspectives on any matter before the authority to its board of directors and, if requested, to the City Council; encouraging any additions, deletions, or changes in laws, policies and procedures that will better promote the purposes of the authority; collaborating with public and private entities to identify potential properties in the City for acquisition by the authority; providing a written report of the committee’s activities and recommendations for inclusion in the authority’s annual report to the City Council; and any other responsibilities assigned by City Council.

CSB of Chesapeake, Inc.
CSB of Chesapeake, Inc. shall be to own real property that will be leased to the City of Chesapeake, Virginia, a municipal corporation, for use by Chesapeake Integrated Behavioral Healthcare (formerly the Chesapeake Community Services Board), a public agency of the City of Chesapeake, to enable and assist the Board in carrying out its statutory mission, which includes providing evaluation, treatment, case management, emergency intervention, and other services and supports to residents of the City of Chesapeake who are experiencing mental illness, intellectual disabilities or substance abuse.

Public Art Committee
The Public Art Committee shall recommend the amount of funds to be allocated to the approved site for acquisition of works of art; determine the location of artwork and suitable art forms for the site; select artwork for acquisition; advertise for and collect applications from artists, select artists for inclusion in the slide registry and maintain and annually update a slide registry of ten to twenty slides per artist.

The Senior Services of Southeastern Virginia is a Regional board, which assists older persons in living independent, meaningful and dignified lives within their own homes or other places of residence. Emphasis is placed on reducing the isolation of our elderly population and deterring unnecessary institutionalization.

Stormwater Committee
The Chesapeake Stormwater Committee is comprised of 11 City Council-appointed representatives, and three Ex-Officio members from the City staff. They hear appeals by any interested party from any interpretation, ruling, or decision by the Director of Public Works in accordance with section 26-434 of the City Code.

Towing Advisory Board
The Towing Advisory Board shall act in an advisory capacity and makes recommendations to the City Council, considering issues related to rates to be charged by towing or recovery operators for the towing or moving of vehicles or other items within the City, the regulations that towing and recovery operators are to be regulated by, and such other duties as may be assigned by the City Council.

Transportation Toll Facility Advisory Committee
The Committee shall act in an advisory capacity to the City Council and shall review and provide recommendations to the City Council on any proposed increase in tolls, fees or other charges (“tolls”) assessed on motorists for the privilege of using a transportation facility located in whole or in part in the City of Chesapeake.
