Road & Shoulder Maintenance
Public Works maintains over 2,300 miles of roadway and connected shoulders throughout the City. The City's maintenance operations are directed toward safe travel and preservation of the road surface. Public Works conducts very detailed evaluations of the surface and sub-surface of all City-maintained roads. Our Pavement Management System (PMS) optimizes our available expenditures taking into account the following factors:
- Measured pavement ratings
- Rate of pavement deterioration
- Traffic volumes served
The current paving schedule is based on all of those parameters in order to develop an effective, balanced city-wide program.
Maintenance is either contracted or performed by professional Public Works crews. Maintenance may consist of resurfacing, crack sealing and repairs to potholes, cave-ins, curbs and shoulders.
To report an issue with any public road or shoulder, visit the Request a City Service form or call the Customer Contact Center, Monday through Friday 8 a.m. to 5 p.m., at 757-382-CITY (2489). If emergency road repairs are needed after hours, call the Police Department non-emergency line at 757-382-6161.

- Dead Animal In or Along Roadway
Request pick-up of dead animals located in the City right-of-way or in the roadway. The City does not enter private property or dispose of pets or farm animals. - Grass Mowing - City Right-of-Way - Public Roads Only
Request mowing of the grass and weeds within the City right-of-way, which includes medians or shoulders. The City does not mow medians located within sub-divisions. - Streets - Curb and Gutter Damage
Report a damaged curb and/or gutter. - Streets - Debris/Litter (Right-of-Way - Non-Road)
Select to report debris or litter located in the city's right-of-way. For objects in the roadway that may affect traffic, please call the Customer Contact Center at 757-382-2489 between the hours of 8 a.m. and 5 p.m., Monday through Friday. To report objects in the roadway after the Customer Contact Center's regular business hours, please call the Police Department non-emergency number 757-382-6161, option 2. - Streets - Pavement/Crossmark Marking

Request removal of built-up grass, weeds, and debris from the curb and gutter in the city right-of-way along primary streets.
