NEW BUDGET DIRECTOR NAMED

CHESAPEAKE- Chesapeake City Manager William E. Harrell announced today that Angelia G. Yancey, CPM, has been hired as the City’s Budget Director.  Yancey will begin on February 14, 2008.

Yancey most recently held the position of Assistant Director of Finance for the City of Petersburg.  She was responsible for purchasing, payroll, budget and overseeing the comprehensive annual financial audit.  Prior to that position, she was County Administrator of the County of Charles City, Virginia, where she was responsible for overseeing the day-to-day operations of the county, including preparation and management of the operating budget of $23 million. 

“Ms. Yancey has the experience Chesapeake needs to manage the budget effectively,” said City Manager Harrell. “We will be re-engineering the budget process and continuing our efforts to get input from City Council and citizens early in the process.  We were looking for someone who can manage resources creatively to provide the most services with the resources available, and we have found those qualities in Ms. Yancey.”

In addition to working for the County of Charles City, Yancey also worked as the Senior Internal Auditor for the State of Virginia. Her responsibilities required an in-depth knowledge of State and Federal regulations, experience William Harrell designated as important for the selected candidate.  Yancey also served as Finance Manager for the City of Richmond.  Her work there included serving as a member of the team that implemented the City’s first automated personnel and payroll system, a project currently on Chesapeake’s list of needs.

"Chesapeake's fiscal management is well respected among cities and counties throughout Virginia," said Yancey. "I look forward to contributing to that.  The budget is at its best when it truly reflects the current and future needs of its community.   I will continue and grow the efforts already underway to involve our stakeholders in the processes."  

Yancey will manage Chesapeake’s annual operating budget of $923.6 million and five year capital improvement budget of $693.2 million. Her annual salary will be $94,000.
