Support Bureau
The Support Bureau provides assistance to operational units of the Department and to citizens requesting information. It is comprised of the Central Records, Fleet Management, Uniforms & Equipment, Information Technology Unit and the Public Safety & Emergency Communications Section. Each of these areas has a Commanding Officer or Coordinator and other staff members who assist them in the responsibilities assigned to their particular duties.
Central Records (382-6387) – Central Records serves as the repository of all Department records, and is located on the 2nd Floor of Police Headquarters. Records are maintained for a period determined by the Library of Virginia. Some information is releasable to citizens through either a Freedom of Information Act request or through a Subpoena Duces Tecum. Central Records also processes record checks for citizens, Concealed Weapon Permit applications and Taxi Permit applications, as well as fingerprinting for employment, foster care, etc. Citizens may request copies of accident reports and offense reports at Central Records.

Property & Equipment – Property and Equipment is responsible for issuing uniforms and equipment for officers to use in the field. The cost of the initial issue of uniforms and equipment is approximately $8,000 per officer.
Fleet Management – Fleet Management is responsible for overseeing and coordinating the fleet of over 300 marked, unmarked vehicles, and specialty units. Part of the fleet is comprised of approximately 175 Community Resident Vehicles, which increases police presences in the community and reduces response time and maintenance costs. The fleet is driven approximately 5 million miles annually.
Information Technology Unit – In partnership with the City’s Department of Information Technology, the Information Technology Unit maintains all Department computers and computer related items. This includes an automated reporting system in which the officers complete reports in the field on laptops, the records management system, and the computer-aided dispatch system.
The Emergency Dispatch Center (EDC) – EDC or E-911 Center is the Public Safety Answering Point (PSAP) for citizens and visitors to the City of Chesapeake, Virginia needing assistance from Police, Fire or Emergency Medical Services in emergency and non-emergency situations. All public safety personnel are dispatched and tracked by Emergency Dispatch personnel. Typically, the Emergency Dispatch Center processes about 450,000 telephone calls per year. The computerized aided dispatch system (CAD) allows dispatching personnel (68 dispatchers and supervisors) to efficiently and professionally monitor the safety of the public and the public safety personnel. EDC personnel are trained in Emergency Medical Dispatching, providing emergency medical instructions prior to the arrival of paramedics. Citizens may call 911for emergencies. EDC may be contacted for non-emergencies at 382-6161.
