Captain T.R. Torres is the Commanding Officer of the 5th Precinct. He is assisted by Lieutenant J.R. Lefebvre, the 5th Precinct Executive Officer, five supervisors, and 33 officers. Captain T.R. Torres has a Bachelor's Degree in Criminology from Saint Leo University and a Master's Degree in Public Administration from Old Dominion University. He is a graduate of North Carolina State University's Administrative Officers Management Program and also a graduate of Richmond University's Professional Executive Leadership School.
Captain T.R. Torres was previously assigned to the Investigations Bureau as the supervisor in charge of the Homicide, Robbery, and Sex Crimes Units. He also served as the Police Spokesperson assigned to the Administrative Bureau, and served in the Operations Bureau as the Community Policing supervisor. Captain T.R. Torres was an operative within the Special Weapons and Tactics Team, the Honor Guard, and was a recruit trainer. Prior to being assigned to the 5th Precinct, Captain T.R. Torres was the Commanding Officer of the Support Section which consisted of a 7.1 million dollar police vehicle fleet, the oversight of the Virginia Criminal Information Center and National Crime Information Network systems, an Equipment and Supplies Unit with a two million dollar operating budget, and he led the Police Department's Records and Retention Unit.

The Precinct patrol districts are divided into five sections (commonly referred to as Beats). Officers assigned to the Fifth Precinct provide emergency and other police services to residents, visitors and businesses. One of the Precinct's focal points is to maintain a strong relationship with its citizenry in an effort to combat and prevent crime, and to sustain a robust quality of life.
There are approximately 47, 000 people living within the boundaries of the 5th Precinct, with many more that shop and work in this populated commercial district. This makes it one of the busiest precincts within the City. The officers assigned to the Precinct handle approximately 25% of the City's calls for police services.
