Captain J. T. Fisher

Commanding Officer

Captain Jeff Fisher is the commanding officer of the Fifth Precinct which is located in the Greenbrier Section of the city. Captain Fisher has an Associates Degree in Liberal Arts from Keystone College in Pennsylvania, Bachelor’s Degree in Criminal Justice from the University of Mansfield in Pennsylvania and a Masters Degree in Public Administration from Old Dominion University. He is a graduate of North Carolina State University’s Administrative Officers Program and the University of Richmond’s Professional Executive Leadership School. Captain Fisher’s previous commands include serving as the commanding officer of the First Precinct, Professional Standards Bureau, Police Training Academy and the Support Bureau.

He is assisted by Lieutenant J.R. Lefebvre, the 5th Precinct Executive Officer, 6 Supervisors, 33 Officers, and one Information Associate.

The Precinct patrol districts are divided into five sections (commonly referred to as Beats). The beats within the Fifth Precinct are 511, 512, 513, 514 & 515.

Officers assigned to the Fifth Precinct provide emergency and other police services to residents, visitors and businesses. One of the Precinct's focal points is to maintain a strong relationship with its citizenry in an effort to combat and prevent crime, and to sustain a robust quality of life.

There are approximately 47, 000 people living within the boundaries of the 5th Precinct, with many more that shop and work in this populated commercial district. This makes it one of the busiest precincts within the City. The officers assigned to the Precinct handle approximately 25% of the City's calls for police services. Neighborhoods, businesses, community leaders and individual citizens can rely on the officers assigned to the 5th Precinct to respond to their needs for assistance quickly, with competence, courtesy and professionalism.

The Fifth Precinct consists of two city planning areas: Greenbrier and Rivercrest.

Greenbrier Profile
The Greenbrier Planning Area is bordered to the north and east by the Virginia Beach city line, to the south by the Chesapeake & Albemarle Cana;, and to the west by Kempsville Road and Battleified Boulevard. Greenbrier consists of neighborhoods such as Woodgate Commons, Bayberry Place, Emerald Greens, Hunningdon Lakes, Warrington Hall, and Oak Brooke. Greenbrier Mall, Greenbrier Industrial Park, Crossways Center, Greenbrier Market Center, Greenbrier Commerce Park and Chesapeake City Park are also located in this area.

Rivercrest Profile
The Rivercrest Planning Area borders the Southern Branch of the Elizabeth River to the west and south, Military Highway to the north, and Battlefiel Boulevard to the east. Rivercrest consists of such neighborhoods as Princeton Halls, Eva Gardens, Crestwood, Riverwalk, and Gainsborough Square.

As of January 1, 2008, the Greenbrier planning area contains 11.92% of the City’s population and the Rivercrest planning area contains 9.44%.
