2026 COMPREHENSIVE PLAN

+   What is a Comprehensive Plan?
The Comprehensive Plan is a series of documents that establish policies that guide the future development of the City. It establishes a vision for the future and identifies a strategy for achieving that vision.

Although general in nature, the Comprehensive Plan includes a review of many different aspects of physical development including land use, transportation, public utilities, parks and recreation, historic preservation, redevelopment, libraries, economic development, public safety, and environmental resources. Chesapeake's Comprehensive Plan will include a master plan to address these issues as well as a Land Use Plan and a Master Transportation Plan.
+   Why is it important?
The Comprehensive Plan sets the framework and guiding principles for the City's future and is required by Virginia Law. It establishes goals, objectives, and implementation strategies to achieve those goals and objectives. It is an important tool for the City in managing its growth and timing the construction of public facilities. It is one of the few legally defensible tools in Virginia that a community has to guide its development.
