The City of Chesapeake's Human Resources Department has an In-House Training program that offers a wide variety of training courses to City employees. Employees throughout the organization are encouraged to participate in the program. The training is designed to focus on meeting the needs of our City employees, increasing their job skills and preparing them to better compete for career advancement. Relevant training is considered as one of the factors in selecting the most suitable candidate for advancement.
To ensure that all City supervisors receive essential supervisory training, they are responsible for completing the Supervisory Certificate Program through the In-House Training Program. The Certificate Program consists of three (3) required courses and three (3) elective courses.
Based on feedback from our employees and management, new programs are designed to meet the ever-changing business needs of the City. Customized training programs are also designed for to meet the specific needs of individual workgroups or departments.
Training programs are conducted during the regular workday and employees attend on City time.
RECOGNITION AND INCENTIVE PLAN
The City of Chesapeake has a Recognition and Incentive Policy that provides recognition and rewards for employees who perform particularly meritorious service for the City. This is a three (3) level program.
Level I
The "I Saw That!" program is the first level of recognition
in the Recognition and Incentive Policy. It is designed
to reinforce the City's Customer Service commitment by providing
City employees a way to recognize each other for acts of
outstanding customer service.
The recipients of this award receive a completed copy of the "I Saw That!" form used to nominate them. A second copy will be placed in the recipient's departmental personnel file, and a third copy will be placed in the personnel file maintained by the Department of Human Resources.
Level II
The "Star Performer Award" is a recognition program to motivate
City employees to understand and support departmental and
City goals and objectives and provide outstanding service
to citizens through daily performance. The program is based
on the idea that it is the hundreds of individual "actions
of excellence" that help the City meet and exceed its service
objectives.
The recipients of this award receive a $20 check, a gold "Star Performer" lapel pin, a personalized "Star Performer" desk note pad, and a certificate signed by the City Manager, Director of Human Resources and the employee's department head.
Level III
The "City Manager's Award" is a recognition program to honor
those employees who have made a particularly meaningful
and/or meritorious contribution to the City of Chesapeake--one
which goes well beyond normal duties, expectations, and
responsibilities. Such efforts might result in major operational
improvements; substantial cost savings; or the rendering
of outstanding service to others under threatening circumstances
without regard to personal peril.
The recipient of this award receives a $500 check, a gold "City Manager" lapel pin, and an engraved plaque.
SERVICE AWARD RECOGNITION PROGRAM
The City of Chesapeake's Service Award Recognition Program recognizes employees who have reached a five-year employment plateau at a luncheon each year in April.
Employees with 5 and 10 years of service are invited to attend the luncheon. Employees with 15 years of service or more are invited to attend the luncheon with a guest. Employees with 5-15 years of service receive a lapel pin at a small ceremony in their own department. Employees with 20 years of service receive a jeweled lapel pin at the luncheon. Employees with 25 or more years select their gift from a gift selection form distributed with their invitation. The Mayor and City Manager present these gifts at the luncheon. All employees receive a certificate signed by the Mayor, City Manager, and Department Head.
GRIEVANCES
In order to effectively accomplish the work of the City, it is necessary for open communication to exist between supervisors and their employees. Toward that end, the City of Chesapeake has a Grievance Policy and Procedure designed to provide a formal means to resolve problems which may arise in connection with the employee's working environment. Employees are encouraged to discuss work-related problems with their supervisors before using the formal Grievance Procedure.
SUGGESTION PROGRAM
The City of Chesapeake has an employee suggestion program called Chesapeake Employees Excel. This program encourages employees to formally submit suggestions that will enhance the effectiveness our organization. Employees' whose suggestions are adopted will receive recognition and possibly monetary awards.
