The City of Chesapeake’s ezPermits service is a convenient permit processing and fee payment system which will enable citizens and contractors to apply for, pay for and print permits from their own home or office.

4 STEPS TO APPLY FOR ONLINE PERMITS

PROPERTY OWNERS:

  • Upon the completion of owner registration, an auto-response email with Customer#, UserID and password will be sent to the owner applicant immediately.

  • Terms of Service must be accepted and will serve as an electronic signature each time you login to apply for a permit.

CONTRACTORS:

Sign up for your ezPermits account now.

  • The Department of Development and Permits will then review & verify State License, Tradesman License, and Business License information prior to approval of ezPermits account.

The approval process will take a maximum
of 4-5 business days for the initial registration.

  • If approved, an email with Customer#, UserID and password will be sent to the contractor for access to the ezPermits system.

  • Terms of Service must be accepted and will serve as an electronic signature each time you apply for a permit.

NOTE:  After the initial approval from the Department of Development and Permits, the applicant may use the Customer#, UserID and Password for future online permits. The system will revalidate the applicant’s profile each time.

STEP 2:  Complete Permit Applcation

  • You will be prompted to make an online payment after the permit application(s) is complete.

  • The City currently accepts only American Express,
    Discover
    , and MasterCard credit cards.

    NOTE:
    Due to the limitations imposed by VISA on non-taxable transactions, the VISA credit card will NOT be offered initially but will be reviewed for inclusion in the future.


  • Upon the successful processing of payment, you will receive a confirmation number.

STEP 4:  Print a copy of your permit

After the confirmation number has been populated, the permit will be available for viewing and printing in a printer-friendly format.

What type of permits does the City offer online through ezPermits?

Permits that DO NOT require plan review -- or require a minimum plan review -- are offered through the City of Chesapeake's ezPermits system.

        A copy of BOND is required if a driveway is connected to the public sidewalk.

        A SITEPLAN must be submitted to a zoning officer for approval prior to the permit being processed.

PLUMBING PERMITS

The following projects REQUIRE plumbing permits and inspections:

  • New Construction for bathroom (bathroom addition, new residential and commercial)
  • Install NEW lawn sprinkler system connected to City Water
  • Install NEW gas water heater (required gas, mechanical and plumbing permits including Chimney or Vent Certification)
  • Install NEW humidifier (required electrical, mechanical and plumbing permits)
  • Install NEW electric water heater (required electrical, mechanical and plumbing permits)
  • Install NEW sump pump (required electrical and plumbing)
  • Install clean-out in building sewer
  • Relocate of existing bathroom’s fixtures (ex: water closet, shower, sink, dishwasher, water heater, etc)
  • Replace all water lines/interior lines
  • Replace septic system to sewer line
  • Repair leak in outside underground water pipe

The following projects DO NOT REQUIRE a plumbing permit:

  • Install and replace plumbing fixtures in the same location Repair leak in water pipe
  • Thaw frozen pipe
  • Unplug a sewer
  • Replace water faucet
  • Repair leak in water closet

The Virginia Uniform Statewide Building Code states that a permit shall be obtained prior to the commencement of construction, installation or alterations involving the removal or addition of any wall or partition; repair or replacement of any required component of a fire or smoke rated assembly; perform the alteration of any required means of egress system, water supply and distribution system, sanitary drainage system, electrical wiring, fire protection system, mechanical systems or fuel supply systems, and change of occupancy. Performing work without a permit may be subject to removal or other costly actions and remedies.

Permits will authorize the Building Code Official to inspect your property in order to reduce potential hazards of unsafe construction, as well as to provide for public health, safety and welfare by following code guidelines.

A completed project will meet minimum standards of safety and will be less likely to cause injury to you, your family, and your friends or future owners.

Some financial institutions require the proof of final inspections before the sale of property.


Before you decide to hire a contractor, you must be certain that the contractor has an appropriate Virginia State License, and check the Better Business Bureau of Hampton Roads’ website

You can cancel your permit by completing the Refund Request  Only the permit holder can request a refund stating the reason for the request 

There will be no 100% refunds granted and there will be no refunds of $40.00 or less 

All refunds will be subject to a processing fee of $40.00 and must be approved by the Director of Development and Permits Department 

This policy is in accordance with the Virginia Uniform Statewide Building Code.

Once the online permit has been initiated, permits cannot be updated by the permit holder.

To update your permit, you may do one of the following:

  1. Visit the Department of Development and Permits to update your permit and remit the appropriate fee in person, or

  2. Call a permit specialist in the Department of Development and Permits at 757-382-6018. You may give him or her details of permit update. The permit specialist will inform you of the cost of any additional permit fees. You can mail in the check and permit application.
