Amusement Device Inspection Fees
For issuing each permit, the fee shall be $40.00. In addition are the following fees:
- Kiddie Ride: $25.00
- Circular or flat-ride less than 20 feet high: $35.00
- Spectacular Ride which cannot be inspected as a circular ride or flat-ride due to compliexity or height: $55.00
- Each coaster which exceeds 30 feet in height: $150.00
For amusement devices to be inspected by a third-party inspector, the fees shall be reduced by one-half.
Electrical Permit Fees
For issuing each permit, the fee shall be $40.00. In addition are the following fees:

The minimum electrical permit fee shall be $40.00
-
Temporary Service: 60 amps and 100 amps - $15.00.

New Service: Fees for new services, whether single- or three-phase, include all circuits, motors, generators and other derivations of an electrical system.

A single-phase fee of $15.00 per 50 amps
-
A three-phase service fee is $20.00 per 50 amps for the first 1,000 amps and $10.00 per 50 amps for the remaining amps after 1,000.

Changes of Service (old):

Fees for changes of service (pay for change of service and any additional circuits added or worked on) is $7.50 per to amps for single-phase. For circuit fees, see additions or repairs schedule in section E of this schedule.

Fees for changes of service are $10.00 per 50 amps for three-phase for the first 1,000 amps and $5.00 per 50 amps for the remaining amps after 1,000.

Additions or Repairs; for each piece of equipment connected and for each circuit or feeder installed, extended, relocated or repaired, the fees shall be:

Elevator Inspection Fees
Periodic and Annual inspections of all elevators, dumbwaiters, moving stairways, moving walks and man lifts are required to be performed by an approved third party elevator inspector. Upon presentation of the inspection documents by the third party inspector for the annual inspection, a fee of $40.00 is required.

Landscape/Tree Plan Review
For the review of new one-and two-family dwelling unit site plans, a fee of $5.00 shall be charged at the time of permit issuance.
Plan Review Fees

Residential one- and two-family structure additions attached or detached:
- 0 to 1,999 square feet: $15.00
- Over 2,000 square feet: $20.00
- New residential one- and two-family structures: $40.00

New and additions to non-residential (commercial) construction - $25.00 per 1,000 square feet or fraction thereof with a maximum charge of $500.00.

Non-residential (commercial) alterations:
O – 2,499 square feet of altered space: $25.00
2,500 to 4,999 square feet: $50.00
5,000 to 7, 499 square feet: $75.00
7,500 to 9,999 square feet: $100.00
10,000 – 12,499 square feet: $125.00
12,500 to 14,999 square feet: $150.00
15,000 to 17,499 square feet: $175.00
17,500 square feet and over: $200.00 -
All other non-residential alterations not involving square footage, the plan review fee will be $35.00. (Demising Walls, towers, antennas, piers, bulkheads, etc.)

Fire Plan Review Fees – Collection of fees to be made by Fire Department.
For fire protection, suppression systems and alarm systems, the fees shall be as follows and collected at the time of plan submittal:
- Small Review - $35.00: L.P. Gas storage up to 24 cylinders, fire sprinkler alterations 10 or less heads not in most remote areas, installation of above and below ground storage tanks 499 gallons or less, hood systems, 5” stub out for fire protection systems, fire alarm systems which do not require battery calculations submittal.
- Medium Review - $125.00: L. P. Gas storage 25 to 48 cylinders, fire sprinkler alterations 11 to 20 heads, any fire sprinkler alterations in most remote areas, above and below ground storage tanks 500 to 2,000 gallons, removal of above or below ground storage tanks, spray booth, FM 200 clean agent systems, dry fire hydrant, fire pump installation, removal of fire sprinklers, removal of fire alarms, hazardous materials storage and dispensing systems for Business and Mercantile use groups.
- Large Review - $250.00: L. P. Gas storage 49 or more cylinders, new installations of fire sprinkler systems, fire alarm systems which require battery calculations submittal, above and below ground storage tanks 2,001 gallons or more, hazardous materials storage and dispensing systems for all use groups except Business and Mercantile use groups.

For issuing each permit, the fee shall be $40.00. In addition are the following fees:

For each plumbing fixture, floor drain or trap, including water and drainage piping, the fee shall be $5.00.

For each sewer line and/or water line, the fee shall be $5.00.

For each sewer line and/or water line having to be replaced, repaired or reconnected, the fee shall be $5.00.

For each roof drain the fee shall be $5.00.
-
For each new water heater, the fee shall be $5.00.

The minimum plumbing permit fee is $40.00.

Reinspection fee is $35.00.

The fee for beginning work without a permit is $75.00.
Refunds Policy
Building, Electrical, Mechanical, Gas and Plumbing Refund Policy
The permit holder may request a refund by submitting a Refund Request to the Department of Development and Permits stating the reason for the request. The percentage of allowable refund permitted is listed in the chart. Please note that no 100-percent refunds will be granted, and there will be no refunds of $40.00 or less. All refunds will be subject to a processing fee of $40.00 and must be approved by the director.

Zoning Refund Policy
- All refund requests shall be made in writing, shall specify the reason for the request and are subject to an administrative processing fee of $35.00 No refunds shall be issued for fees, costs, charges or expenses of $35.00 or less.
- A refund of $25.00 may be made for temporary outdoor sales permits where the permit holder provides an affidavit stating that no outdoor sales were conducted under the permit.
- A refund of $25.00 may be made for applications for hearings before the Board of Zoning Appeals where the applicant withdraws the appeal or variance request prior to the city having arranged to advertise the hearing in a newspaper. No refund will be made if the appeal or variance request is withdrawn after the city has arranged to advertise the hearing.
- Signs – If a permit is issued but the permit holder decides not to erect the sign and no inspections have been made and no work authorized by the permit has been performed, the permit fee except for $35.00 shall be refunded provided the appropriate request is made within 6 months of issuance.
Reinspections, Late Charges, Appeals, Certificate of Occupancy and Other Miscellaneous Fees
- Reinspection Fee: $35.00
- Late charge for beginning work without a permit: $75.00
- For each appeal to the board of building code appeals, a fee of $25.00 shall be paid by the appellant.
- Certificate of Occupancy
- For all new buildings, commercial pools, additions and interior alterations, the fee for a certificate of occupancy shall be $30.00.
- When a certificate of occupancy is requested that is not connected with a building permit, a fee of $20.00 will be charged.
- When a request is made for the issuance of a duplicate certificate of occupancy that was issued more than 6 months prior or more, a fee of $25.00 shall be charged.
- When a request is made for a temporary certificate of occupancy, the fee shall be $35.00, which shall be paid at the time of issuance.
- There shall be a fee of $50.00 for issuing a temporary release of gas or electricity of all non-residential uses.
- Change of Permit Holder: The permit fee for reissuance to a new permit holder in order to complete construction shall be based on the valuation and/or proposed work according to the fee schedule.
- Residential Demolition permit require a Rat Free Certificate which is obtained by inspection of the premises by a member of the Neighborhood Inspections Division. A fee of $35.00 is required prior to inspection of the property.
- Situations not specified in this fee schedule will be handled on a per-case basis and are subject to the approval of the director of Neighborhood Services.
Rental Inspection Fees
As required by Chapter 14 of the Chesapeake City Code, the following fee shall be required for inspection of rental units in designated "Special Empasis" areas upon change of tenant:
- Initial Inspection: $35.00
- 1st Reinspection: $10.00
- 2nd Inspection: $50.00

Tent Permits
June 4, 2009 - Revision
Tent Permits Issued Under the Zoning Ordinance*
- Tents 200 sq. ft. or less, temporary in nature and occupied by more than 50 persons: $35.00.
- Tents 200 sq. ft. or less, temporary in nature and occupied by less than 50 persons: NO PERMIT REQUIRED.
- Tents 201 sq. ft. to 900 sq. ft., temporary in nature: $35.00
EXAMPLE: Tents 201 to 900 square feet or less: the fee is $35 per tent + $5 technology fee: $40.00.
The State levy is not applied to the zoning permit. A zoning plan review fee is not applied unless it is applicable to a residential building permit
(If multiple tents are used to create one large tent - apply only one $35.00 fee)
Tent Permits Issued Under the VUSBC*
- Tents greater than 900 sq. ft., temporary in nature: $15.00.
EXAMPLE: Tents greater than 900 sq. ft.: the fee is $15 per tent + $40 Admin. fee + $5 technology fee + State levy ($1.05) = $61.05.
(If multiple tents are used to create one large tent- apply only one $15.00 fee)
(A zoning plan review fee is not applied unless it is applicable to a residential building permit).
*** As per City Code, Section 14-33 (j), no fees shall be assessed for permits obtained by employees of the city or the city school board, acting within the scope of their employment, for the city or school board projects.
*** A copy of the flame retardant certificate is required for all tents.
Wetlands Board Application Fees
Fees for applications for a hearing before the Wetlands Board are as follows:
- Commercial: $250.00
- Residential: $125.00

In addition to the $35.00 fee for issuing for a fence permit, a $10.00 per each $1,000 value of construction plus 5.00 Technology fee are assessed.

For example: the total fee for a fence not governed by building code with a $4,000 value of constructionwould be $35.00 + ($10.00 x 4 = 40.00) + 5.00.
