Neighborhood Preservation

The Neighborhood Preservation Program reinforces the City of Chesapeake 's commitment to healthy and vibrant neighborhoods where residents are active in civic and neighborhood affairs and where services are tailored to meet the needs of neighborhoods and coordinated efficiently and effectively. The Department of Development and Permits, Code Compliance Division delivers quality neighborhood improvement services in collaboration with citizens to enhance and preserve healthy conditions in all neighborhoods.

The Department of Development and Permits will conduct area wide, systematic inspections of the entire community. Inspectors will be checking for various environmental code violations including building maintenance, zoning, weed and debris and inoperable motor vehicles.

Home Improvement Program

The Chesapeake Redevelopment and Housing Authority offers the assistance in Façade Improvement Program. The purpose of this program is to provide financial assistance to homeowners of dwellings within the City of Chesapeake to correct exterior housing code violations identified and cited by the City's Code Compliance Division, in the Department of Development and Permits. To be eligible for a grant, up to $4,000, the head of the household must be elderly (at least 65 years of age) or have an annual gross household income that does not exceed the amounts below for household size:

If the household income exceeds the above limits, we may still be able to assist you with an interest fee loan, up to $4,000.00, that is forgiven at 20% over five years. To be eligible your annual gross household income must not exceed the amounts below for household size:
