The Chesapeake Community Services Board is governed by a twelve member citizen Board of Directors. All twelve board members are appointed by the Chesapeake City Council. Appointments are for three years and a Board member can only serve a maximum of nine years in a lifetime. As designated in state law, one third of the Board of Directors must be identified consumers or family members of consumers receiving services. At least, one of the members must be a consumer receiving services at the time of appointment. No employee or board member of an organization which receives funding from any CSB can be appointed to the CSB Board of Directors. The Board can not be composed of a majority of elected or appointed local government officials.

Most appointments to the Board of directors are made in December with a January start date. However mid-year appointments are made if there is a vacancy on the Board. Anyone interested in appointment to the Chesapeake Community Services Board of Directors can make an application through the City Clerk’s office.

The Chesapeake City Council has designated the Chesapeake Community Services Board as an administrative policy board. Some of the roles and responsibilities of the Board are as follows:

  • To present to the City of Chesapeake a plan for services for the year
  • To make rules, policies or regulations concerning the provision of services
  • In partnership with the city of Chesapeake to appoint and evaluate the CSB executive director
  • To set a reasonable schedule of fees for services provided by the CSB
  • To accept or refuse gifts, donations, bequests or grants of money or property
  • To maximize the involvement and participation of consumers and family members of consumers in policy formation and services planning, delivery and evaluation
  • To carry out the duties assigned to the CSB by local government

The Chesapeake Community Services Board of Directors meets at 224 Great Bridge Blvd; Room 250 on the second Monday of every month at 5pm. The public is always welcome to attend. There is a public comment section at the beginning of each meeting for citizens or others that wish to address the Board.

Q. Are there any other requirements I should know about?

A. To be an active participant on the Board of Directors takes a great deal of time. Expect to spend at least four hours a month in Board meetings or board subcommittee meetings and at least 2 to 3 hours reading materials in preparation for the Board meeting.

The issues the Chesapeake Community Services Board of Directors deals with are very complicated and a knowledge base about certain subjects has to be developed over time. Based on this the Board is very strict about requiring that Board members attend at least 75% or 9 meetings a year.
