The mission of the Office of Youth Services is to coordinate, enhance, and promote the best community services and resources for children and youth through multi-facet approaches.
The primary goal of the Office of Youth Services is to ensure all children and youth receive the Five America’s Promise:
- caring adults,
- safe places,
- healthy start,
- effective education, and
- opportunities to help others.
The five promises developed by America's Promise Alliance provides the foundation for Chesapeake children to be

ARRA Summer Youth Employment Opportunities
The summer work experience program is for in-school and out of school youth between the ages of 14 and 24 years who meet the eligibility requirements set forth under the Workforce Investment Act (WIA).
It is one of the major provisions of the American Recovery and Reinvestment Act (ARRA) signed into law February, 2009. To be eligible, youth must meet the following requirements:
- Age 14-24 and
- US Citizen or Eligible Non-Citizen and
- Registered with Selective Service (if applicable) and
- Low Income and
- Has one or more of the following barriers:
- basic skills deficient
- school dropout
- homeless, runaway, or foster child
- pregnant or parenting
- offender
- individual (including youth with a disability) who requires additional assistance to complete an educational program or to secure and hold employment.
