Home Investment Partnership (HOME)
The City of Chesapeake is required by
the U. S. Department of Housing and Urban Development (HUD) to develop a Fiscal Year (FY) 2008 Consolidated Annual Action Plan to describe the affordable housing and community development needs in the
City of Chesapeake and to describe the specific projects it plans to undertake to address community needs using Community Development Block Grant (CDBG) Entitlement Funds and Section 108 Loan Guarantee Program Funds under Title I of the Housing and Community Development Act of 1974 (as amended), and the HOME Investment Partnership Entitlement Funds and American Dream Downpayment Initiative (ADDI) funds under the National Affordable Housing Act of 1990.
The City of Chesapeake anticipates receiving $626,111 in HOME Program funds, $4,638 in ADDI funds and $5,000 in HOME Program Income. In addition to these funds, the City will leverage $156,528 in non-federal funds to meet its HOME Program match requirement. One hundred percent of funds will benefit low to moderate-income persons and communities in Chesapeake.
The specific annual objectives and associated projects that the City plans to undertake will forward the strategic goals identified in the Five Year Consolidated Strategic Plan for FY 2005-2010 include:
1) eliminate conditions which are detrimental to public welfare, health, and safety through the provision of utility services, improved storm drainage, and code enforcement activities;
2) upgrade the existing housing stock through the provision of low interest and deferred loans, grants, and technical assistance to low and moderate-income families and to
3) preserve and increase the affordable rental and owner-occupied housing stock through activities which will benefit low and very low-income, occupants of substandard dwellings, and that provide homeownership opportunities to qualified low-income, first-time homebuyers.
