Preliminary Site Plan

 

What is a Preliminary Site Plan?

A preliminary site plan is required for new construction and additions located on land zoned commercial, office and institutional, industrial, and multi-family residential. This review ensures that the site plan conforms to all City Code development ordinances and standards. On September 25, 2002, the Planning Commission delegated preliminary site plan review to the Planning Department. A preliminary plan is required for multi-family residential, large retail establishments (cumulative gross square footage exceeds 50,000 square feet) and for properties located within the Transportation Corridor Overlay District that have been rezoned since June 13, 2001. All other site plans do not require preliminary review and final construction plans may be submitted directly to the Department of Public Works. If in doubt, the Planning Department should be consulted to determine if a preliminary site plan will required.

 

Application Deadline

First Monday on or after the 15th day of the month.

Administrative Review – approximate review time for complete applications is 45 days. See Administrative Review Schedule.

 

Applicant Responsibilities

  1. A complete Preliminary Site Plan application form.
    The original and two (2) copies of the complete Preliminary Site Plan application, with original signatures on one copy, including all required development information
  2. Legal Description and common street address of the property
    (page 3 - Preliminary Site Plan application)
  3. Payment of Filing Fee
  4. Drainage Impact Assessment
    Original plus one (1) copy
  5. Preliminary Site Plan of the proposed development, drawn to scale
    Submit 20 copies, not larger than 24” by 36” and shall include a vicinity map, plus two (2) copies reduced to 11” by 17 ” and two (2) copies reduced to 8 ½” by 11”
  6. Landscape Plan
    One (1) copy required
  7. Environmental Site Assessment, Phase I, where applicable
    Four (4) copies
  8. If private park/open space is being offered, submit a description of the private park/open space including acreage and itemized listing of improvements including cost of the improvements.
  9. Site Analysis
    Original plus one (1) copy required
  10. Architectural Elevations, Sign Plans, and Lighting Plans if project is located within the TCOD, constitutes a large retail establishment (over 50,000 square feet) or subject to design proffers:
    Three (3) copies, including a description of building materials and colors
  11. Sign Posting (supplied by the Planning Department) 1st business day of the following month.
      Sign fee is $25 for first sign and $20 for each additional sign.
  12. Environmental Site Assessment, Phase I 
    Four (4) copies and $1,600 supplemental review fee, when applicable.
